Task 1

Aim -
Advocating with Maharashtra government and BMC for introducing ‘Assisted Home
Care for Mental Illness (AHCMI)’ in (A) Mumbai City and (B) Rural Maharashtra

What is Assisted Home Care for Mental Illness (AHCMI):

AHCMI is doorstep delivery of a range of mental health services that are related treatment, medication, rehab, therapy for Persons with Mental Illness (PwMI) and family including information on legal, financial, upskilling, livelihood opportunities, and long term care as well.

AHCMI is within the framework of Rights under Sec. 18.1 to 18.c & 5,a,b, & c of the MHC Act 2017

It is not emergency care; it helps to reduce or eliminate emergencies by fulfilling the unmet needs of families and reduce treatment gap in the long run.
Need -
DENIAL AND RELAPSE due to discontinuation of treatment which is unique to Mental Illness, coupled with stigma, lack of awareness and non-traditional methods of treatment proliferate. In India, family careers are the de-facto social security and they need assistance in managing their lives and their loved ones. Hence there is an urgent need to provide doorstep delivery of services to enable family careers for providing quality care to their loved ones with Mental Illness and reduce the treatment gap, which is more than 80% in India. FACEMI, India founded by Dr. Nirmala Srinivasan, has created this family-centric mental psychiatric program called Assisted Home Care for Mental illness (AHCMI) which is an overall program and comprises of Assisted Medical Services, Rehab Services and Recovery care.
Task 2

Aim -
Advocating for the availability and inclusion of 108 Ambulance Services to all Persons with Mental illness (PwMI) for Emergency Medical Services (EMS).

What is Emergency Medical Services (EMS) :
Emergency Medical Service (EMS) OR ‘108 Ambulance Service’ in Maharashtra is a Public-Private partnership (PPP) model. This service is intended to provide complete pre-hospital emergency care from event occurrence to evacuation to an appropriate hospital. The emergency transportation is to be conducted in a state-of-the-art ambulance, which is provided free. The Emergency Medical Services includes trained human resources from the call center staff to support staff in ambulances.
Need -
Under the Mental Health Care Act 2017, Chapter V, sec 21 – Right to equality and non-discrimination states that:

Emergency facility and services for mental illness shall be of the same quality and availability to those provided for physical illness.

Persons with Mental Illness (PwMI) shall be entitled to the use of ambulance services in the same manner, extent and quality as provided to the persons with physical illness.
